SAN MIGUEL DE ALLENDE.- ¡Compartiendo Ayudas! Los músicos urbanos en San Miguel de Allende NO viven del aplauso, viven de cantar en los sitios públicos, de compartir su música a quien va en el transporte público, los que están en la plaza, a los ven al caminar por las calles, pero en San Miguel de Allende se les tiene prohibido cantar en las zonas públicas.
¿Por qué? se preguntan ellos, la respuesta no la saben, pero compartir el talento de su música, sus versos y su voz se ha vuelto complicado y si a este problema burocrático le sumamos los problemas y restricciones de la Pandemia, entonces su problema se hace mayor, pues ellos, no viven de aplausos, sino de espacios públicos que hoy no pueden usar.
Pero este tema no es sólo en este municipio, sino en todo México.
Por ello las comunidades artístico culturales concentradas en los movimientos Asamblea por las Culturas, No Vivimos del Aplauso y Movimiento Colectivo por la Cultura y las Artes de México, MOCCAM, entregaron el pasado 24 de septiembre, una queja (de 41 páginas, más una veintena de anexos) ante la Comisión Nacional de Derechos Humanos contra la Secretaría de Cultura federal por actos y omisiones violatorias a los derechos laborales, humanos y culturales determinados en los artículos 1º, 3º, 4º, 7º, 25º, 26, 28º y 123º de la Constitución Mexicana.
Y para pedir el apoyo de la gente, lanzaron una petición a través de change.org donde realizan una serie de peticiones para el respeto de los derechos elementales, laborales y humanos de los trabajadores del ate, la cultura, sociedad civil organizada, colectivos y espacios culturales independientes.
«…Esta lucha sin precedente por el tiempo que lleva y por la cantidad de agentes culturales de todo el país que ha sumado, debe incidir en cambios en la legislación donde se reconozca la figura del trabajador y la trabajadora del arte y la cultura; el parlamento abierto resolutivo; reformas económicas y fiscales; reactivación cultural real; políticas culturales de inclusión; pueblos originarios… No hay cultura política, si no hay política cultural. Los derechos culturales no se tocan. ¡No más limosnas para la cultura!. No hay política cultural, si hay carencia de recursos. ¡Súmate a la lucha; suma tu firma!»

Live music is wonderful! I love to hear the mariachis in the jardín. I also love to frequent tiny intimate restaurants and I love to hug my friends and I love to take spa days and travel to exotic places I have never been. I love to spend holidays with family members!
All those things and many more have been suspended for now.
We are in a very serious and deadly pandemic…. it is surging even in SMA where we locals have been so careful. Loud singing, blasting out breath, drawing crowds of admiring audience, is absolutely not what we need at this moment. It just isn’t.
Subsidizing loss of income, organizing more virtual events are quite another matter. Reinstating them in the town after the pandemic is over: ABSOLUTELY.! But their not understanding why they are being banned from singing in public places is a thing that should be explained and compensated… not something that is talked about at this time as an affront to their freedom.
The freedom argument doesn’t work when one person’s ‘freedom’ threatens another person’s life. Goes for wearing masks and social distancing as well.

COMPLAINT TO CNDH AGAINST THE SECRETARY OF CULTURE BY THE ARTISTIC AND CULTURAL COMMUNITY
The artistic-cultural communities composed of the movements:
• Asamblea por las Culturas (Assembly for Cultures)
• No Vivimos del Aplauso (We Don’t Live from Applause) and
• Movimiento Colectivo por la Cultura y las Artes de México (the Collective Movement for Culture and the Arts of Mexico) MOCCAM
submitted on September 24, a complaint (41 pages, plus a score of addenda) before the Comisión Nacional de Derechos Humanos (National Human Rights Commission) against the Secretary of Culture for acts and omissions that violate labor, human and cultural rights determined in articles 1, 3, 4, 7, 25, 26, 28 and 123 of the Mexican Constitution.
As it is an issue that concerns the national community of workers of art and culture, it is asked that you not only know about the Complaint in its entirely but also to make it widely known, to sign it individually or in the name of collective groups, NGOs, unions, civic associations; either because one sees their individual or collective rights abridged, or as an act of fraternity and solidarity with the cultural community in its demands. Your signature will be attached to file 71382/2020 of the CNDH!
