City mayors across the nation have their sights not only on churches, but air and seaports and state and federal administrative offices, among other institutions, declaring that these establishments should be required to pay property taxes.
The government body responsible for initiating this motion is the National Federation of Municipalities of Mexico (FENAMM), which proposes that exceptions to the payment of property taxes be eliminated in a bid to boost municipal tax revenues.
FENAMM President and Mayor of León Bárbara Botello emphasized that these installations are unjustly, and more importantly, illegally exempt from paying property taxes, which represent the main source of income for municipal governments.
The mayor of San Luis Potosí, Mario García, endorses this motion, proposing that an amendment be made to Article 115 of the Constitution to make the payment of property taxes mandatory for all. The only exception to the rule, of course, would be state facilities dedicated to health services and education.
Bárbara Botello cites an example in defense of this amendment to legislation. According to the FENAMM president, the 117 air and seaports alone would generate a total annual revenue of 755 million pesos ($58 million) for municipal governments.
